ECO4 Flex and GBIS Flex for wider eligibility criteria

ECO4 Flex and GBIS Flex allow local authorities to make ECO4 and GBIS accessible to more people.

We currently support 3 additional routes to eligibility

Route 1

Owner-occupied households with a home with an EPC rating of bands D to G and private rented sector households with a home with an EPC rating of bands E to G with a gross annual household income less than £31,000.

Route 2

Owner-occupied and private rented sector households with a home with an EPC rating of bands E to G that meet a minimum of 2 proxies which are listed in detail in the current Statement of Intent.

Route 3

Owner-occupied households with a home with an EPC rating of bands D to G and private rented sector households with a home with an EPC rating of bands E-G households that have been identified by either

  • a person registered in the General Practitioner Register
  • a Scottish Health Board
  • a Welsh Health Board
  • an NHS Foundation Trust
  • an NHS Trust as vulnerable, with an occupant whose health conditions may be adversely affected by living in a cold home. These health conditions must be cardiovascular, respiratory, immunosuppressed, or limited mobility related.

We are responsible for determining whether households are eligible for ECO4 Flex and GBIS Flex and for producing declarations for all eligible households.

Insulation for private sector and Council homes

The Council is working with Home Energy Scotland, Changeworks and partners to help people insulate their homes to make them warmer and cheaper to heat.

Home Energy Efficiency Programmes for Scotland: Area Based Schemes

We're now accepting registration for the following projects:

  • Drylaw (external wall insulation)
  • Sighthill (external wall insulation)
  • West Mains (external wall insulation)
  • Edinburgh wide (cavity and internal wall insulation)
