It appears to the Council that the above breach of planning control has occurred within the last four (4) years. Under Class 4A of the Town and Country Planning (General Permitted Development (Scotland) Order 1992 (as amended), any alteration to the external appearance of a flatted dwelling in a conservation area requires planning permission. The erection of a satellite dish at the above address requires planning permission. The planning authority has no record of planning permission being granted for the erection of a satellite dish at this address. Therefore, a breach in planning control has occurred. The satellite dish has been sited in a highly visible location on the front elevation of the building. In its current location, the dish forms a visibly intrusive and incongruous addition to the streetscape, and significantly detracts from the character and appearance of the property in the South Side Conservation Area. The form and scale of the satillite dish fails to respect the historic character of the building and adds visual clutter to the plainly detailed frontage. The erection of this satillite dish is contrary to policy Env 6 of the Edinburgh Local Development Plan as it fails to preserve or enhance the special character of the property in the South Side Conservation Area.
