Who is responsible for repairs
In mixed tenure blocks, parts of the block are shared between all the owners. These are known as common areas (eg the roof, external walls and stairs).
Additionally, some parts of the block are shared between some of the owners, such as the loft being shared by the top floor flat owners or some areas are owned by the individual flat, such as flat entrance doors.
The title deeds of the block contain rules about how costs are to be split within the block. If the deeds do not explain the cost split, then there are legal rules that need to be followed to allocate the costs.
All the owners, including the Council, are responsible for paying their share towards repairs and maintenance to common areas of the block.
The Council represents council owned flats in the buildings and funds their share of the costs.
