You can use the online service NSL Apply to manage your permit details.

Change of vehicle

For permanent changes we need documentation linking you to the new vehicle, such as insurance, vehicle registration document or garage invoice.

If there will be an overlapping period when you will have two vehicles, we can issue a permit for the old vehicle for up to five days. 

Please note that if you are changing to a diesel vehicle you will be subject to a surcharge.

If you are replacing an existing diesel vehicle with another and have not already paid a surcharge you will be liable for the charge upon making the change.

Please note there are 2 parts to the change of vehicle process.  You must first register the new vehicle on your account but you must also submit a request to our back office for the change to be approved.  You can download our change of vehicle guide for assistance.

Please do not park the new vehicle until the change has been approved.  You will receive an email when this has been actioned.

Change of address

We need to know of a change of address as soon as possible.  

The quickest way to link you to your new address is to confirm that you have registered there for Council Tax. You can still do this if you are a student exempt from Council Tax but registered at the address.

If you have not registered for Council Tax we need proof of address for the new property attached to your application. We will consider a

  • current lease, not form AT5
  • mortgage agreement signed within the last three months, not a mortgage offer
  • current bank statement or household bill showing address 
  • medical card.

Moving House within the same parking zone

If you are moving house within the same zone please log into your permit account and amend your address online.  You can download our change of address guide for assistance.

Moving to a new parking zone

Residents' parking permits are not transferrable between zones.  If you are moving to a new parking zone or area you will need to cancel your permit via your online permit account.  Once cancellled you will be automatically refunded for the unexpired time back onto the card used to make the original payment.   Once cancelled, please drop us an email at residentsparking@edinburgh.gov.uk and we will refund the £10.00 admin charge as this does not apply for a change of address.

You then need to apply for a new permit in your new zone or area, uploading the relevant proof of address.

Whilst you complete your move, we can offer a temporary permit for your old premises.  This allows you to continue parking in the old zone or area for up to 5 days.  Please email us at residentsparking@edinburgh.gov.uk.  Unfortunately, this cannot be arranged in advance, please email on the day you would like this set up.

Moving house with a diesel vehicle

If you have a diesel vehicle and have been exempt from the surcharge, moving house will not affect your exemption.

However, please email us at residentsparking@edinburgh.gov.uk so we can ensure this process goes smoothly for you.

Temporary permits

If you move house to another zone, we can issue a permit for the previous address for up to 5 days.  Find out more about temporary permits and how to request one.

Urgent applications

We try to process applications on the day of receipt however at busy times that may not be possible and we may move to an appointment based system if that enables us to provide a better service during these times.

Refunds

If you no longer need your permit, please access your permit account and cancel the permit online.  We will attempt to refund you automatically back to the card used make the payment.  However, if you have not receieved your refund within 3 to 5 working days, then please complete and send us the permit refund form.

We refund you for every unused day from the date that we receive your permit, minus a £10 administrative charge. The quickest way for you to receive your refund is by BACS.
