    In this Order the following phrases have the meanings respectively assigned to them: “Article” means an Article of this Order; “authorised vehicle” means any vehicle that can, upon request, provide a valid accredited pass authorised by the City of Edinburgh Council and is associated with the Royal Edinburgh Military Tattoo events for the duration of this Order; “emergency service vehicle” means a vehicle being used for ambulance, fire and rescue or police purposes; “EIF pass” means a valid accredited Edinburgh International Festival pass; “event vehicle” means any vehicle authorised by City of Edinburgh Council as being connected with the event, and for the purposes of this Order, includes event related coaches/buses; “Parking Attendant” has the same meaning as in Section 63A of the 1984 Act; “pass” means an official pass issued by the City of Edinburgh Council’s representatives for the purpose of this Order; “Schedule” means a Schedule to this Order; “the 2018 Order” means The City of Edinburgh Council (Traffic Regulation; Restrictions on Waiting, Loading and Unloading, Stopping and Parking Places) Designation and Traffic Regulation Order 2018; and “vehicle” has the same meaning as in Section 151 of the Roads (Scotland) Act 1984. 3.... Save as provided in Article 4, to facilitate the safe passage of pedestrian traffic, secure access to Edinburgh Castle in the event of an emergency and ensure the public safety of spectators entering and leaving Edinburgh Castle Esplanade and the dispersal of participants in the Royal Edinburgh Military Tattoo (as signed as affected by the event/s), no person shall:- (a) cause or permit any motor vehicle to enter, proceed or wait on the sections of roads specified in Schedule 1 hereto, where prohibitions will apply to roads in their entirety unless otherwise stated; and (b) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of roads specified in Schedule 2 hereto, where prohibitions will apply to both sides of the roads in their entirety unless otherwise stated. 4.... Nothing in: (i) Article 3 shall apply to emergency services vehicles; (ii) Article 3(a) shall apply to official vehicles associated with the event (including staff from Edinburgh Castle as agreed); (iii) Article 3(a) shall apply to authorised vehicles on the sections of Castlehill, Lawnmarket and St Giles’ Street described in Schedule 1 hereto; TEMP/24/138 Page 2 of 3 (iv) Article 3(a) shall apply to residents of, and bona fide visitors to Mound Place, North Bank Street, Castlehill, Ramsay Lane, Ramsay Garden, Lawnmarket and Upper Bow; (v) Article 3(a) shall apply to event coaches and authorised vehicles displaying an accredited Tattoo or EIF pass on the section of King’s Stables Road described in Schedule 1 hereto; (vi) Article 3(b) shall apply to authorised vehicles on the sections of Castlehill and Johnston Terrace described in Schedule 2 hereto; and (vii) Article 3(b) shall apply to event coaches displaying an accredited Tattoo pass on the sections of Castle Terrace and King’s Stables Road described in Schedule 2 to this Order. 5.
