    TEMP/23/248 Page 1 of 4 THE CITY OF EDINBURGH COUNCIL THE CITY OF EDINBURGH COUNCIL (EDINBURGH’S CHRISTMAS) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2023 – TEMP/23/248 THE CITY OF EDINBURGH COUNCIL in exercise of the powers conferred on them by Section 16A of the Road Traffic Regulation Act 1984 (“the 1984 Act”), as amended, and of all other enabling powers being satisfied that traffic on the lengths of roads specified in the Schedules hereto should be prohibited or restricted to facilitate public safety during the Edinburgh’s Christmas event, and to enable members of the public to watch this event and being satisfied that it is not reasonably practicable for the event to be held otherwise than on a road and having had regard to the safety and convenience of alternative routes suitable for traffic which will be affected by this Order, with the consent of the Scottish Ministers under section 16B(1)(b) and 16B(6)(b) of the said Act, hereby make the following Order: - 1.... In this Order the following phrases have the meanings respectively assigned to them: "Article" means an Article of this Order; “authorised person” means a person or persons engaged in works directly related to the provision of events related to Edinburgh’s Christmas, where said person is materially required to have access to a restricted area; “emergency service vehicle” means a vehicle being used for ambulance, fire and rescue or police purposes; “event vehicle” means any vehicle authorised by City of Edinburgh Council as being connected with the event; “motor vehicle” has the same meaning as in Section 136 of the 1984 Act; "Parking Attendant" has the same meaning as in Section 63A of the 1984 Act; “Schedule” means a Schedule to this Order; “taxi” has the same meaning as in Section 23 of the Civic Government (Scotland) Act 1982; “the 2018 Order” means The City of Edinburgh Council (Traffic Regulation; Restrictions on Waiting, Loading and Unloading, Stopping and Parking Places) Designation and Traffic Regulation Order 2018; and “vehicle” has the same meaning as in Section 151 of the Roads (Scotland) Act 1984. 3.... Save as provided in Article 4 of this Order, to facilitate public safety during the Edinburgh’s Christmas event (as signed as affected by the event), no person shall:- (a) drive or cause or permit to be driven any vehicle on the sections of roads specified in Schedule 1 hereto; (b) cause or permit any motor vehicle to enter, proceed or wait in or on any part of the lengths of roads specified in Schedule 2 hereto; (c) drive or cause or permit to be driven any motor vehicle on the sections of roads specified in column 1 of Schedule 3, otherwise than in the direction specified in column 2 of Schedule 3 hereto; (d) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of roads described in Schedule 4 hereto; and (e) on foot, except upon the direction or with the permission of a police constable in uniform, enter or proceed along or use in any other manner whatsoever any of the lengths of road specified in Schedule 5 hereto.

    No Licence Holder shall part with or lend the Special Event Plates issued in respect of a Special Event Private Hire Car to any other person.... b) The licence holder shall affix to the vehicle, in positions and brackets approved by the Council: (a) a Special Event external plate on the rear of the Special Event Private Hire Car; and (b) a Special Event internal plate on the inside of the Special Event Private Hire Car in a conspicuous position clearly visible to all passengers.... c) If the letters or figures on any Special Event Plates affixed to a Special Event Private Hire Car become obliterated or defaced so as not to be distinctly visible or legible, or any Special Event Plate is lost, the licence holder shall forthwith obtain from the Council a replacement Special Event Plate.
