Save as provided in Article 4 of this Order, to facilitate public safety and the safe ingress and egress of spectators during Heart of Midlothian FC fixtures at Tynecastle Stadium (as signed as affected by the event), no person shall:- (a) drive or cause or permit to be driven any vehicle on the roads specified in Schedule 1 hereto, where closures will apply to roads in their entirety unless otherwise stated; (b) cause or permit any motor vehicle to enter, proceed or wait in or on any parts of the roads specified in Schedule 2 hereto; (c) except with the permission of a Parking Attendant, cause or permit any vehicle to wait on the parts of the roads specified in Schedule 3 hereto; and (d) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the roads specified in Schedule 4 hereto, where prohibitions will apply to both sides of the roads in their entirety unless otherwise stated, with the exception of event vehicles which are parked under Police direction.... Nothing in: (i) Article 3 shall apply to emergency service vehicles; and (ii) Article 3(b) shall apply to event coaches on the section of Russell Road described in Schedule 2 of this Order. 5.
