    TEMP/24/143 Page 1 of 3 THE CITY OF EDINBURGH COUNCIL THE CITY OF EDINBURGH COUNCIL (FRINGE HIGH STREET) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2024 – TEMP/24/143 THE CITY OF EDINBURGH COUNCIL in exercise of the powers conferred on them by Section 16A of the Road Traffic Regulation Act 1984 (“the 1984 Act”), as amended, and of all other enabling powers being satisfied that traffic on the lengths of roads specified in the Schedules hereto should be prohibited or restricted to facilitate public safety during fringe events being held in the High Street area, and to enable members of the public to watch this event and being satisfied that it is not reasonably practicable for the event to be held otherwise than on a road and having had regard to the safety and convenience of alternative routes suitable for traffic which will be affected by this Order, with the consent of the Scottish Ministers under sections 16B(1)(b) and 16B(6)(b) of the said Act, hereby make the following Order: - 1.... In this Order the following phrases have the meanings respectively assigned to them: “Article” means an Article of this Order; “authorised vehicle” means any vehicle authorised by the City of Edinburgh Council that can, upon request, provide a valid accredited pass associated with the Fringe events for the duration of this Order; “emergency service vehicle” means a vehicle being used for ambulance, fire and rescue or police purposes; “motor vehicle” has the same meaning as in Section 136 of the 1984 Act; “Parking Attendant” has the same meaning as in Section 63A of the 1984 Act; “pass” means an official pass issued by the City of Edinburgh Council’s representatives for the purpose of this Order; “road” has the same meaning as in Section 151 of the 1984 Act and, for the avoidance of doubt, for the purposes of this Order, includes part of a road; “Schedule” means a Schedule to this Order; “the 2018 Order” means The City of Edinburgh Council (Traffic Regulation; Restrictions on Waiting, Loading and Unloading, Stopping and Parking Places) Designation and Traffic Regulation Order 2018; and “vehicle” has the same meaning as in Section 151 of the Roads (Scotland) Act 1984. 3.... Save as provided in Article 4 of this Order, to facilitate public safety during fringe events being held in the High Street area (as signed as affected by the event), no person shall:- (a) drive or cause or permit to be driven any vehicle on the sections of roads specified in Schedule 1 hereto, where closures will apply to the road in its entirety unless otherwise stated; (b) cause or permit any motor vehicle to enter, proceed or wait on the sections of roads specified in Schedule 2 hereto, where prohibitions will apply to the road in its entirety unless otherwise stated; (c) except with the permission of a Parking Attendant, cause or permit any vehicle to wait on the sections of roads specified in Schedule 3 hereto; and (d) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of roads specified in Schedule 4 hereto, where prohibitions will apply to both sides of the roads in their entirety unless otherwise stated. 4.
