A commissioning plan should be developed at design stage to ensure that necessary metering and monitoring is installed to allow the required commissioning process to be assessed.

    It would help to see a plan/strategy for when the merger would take place in terms of budget per head for pupils with additional support needs.... Could consultation have taken place sooner, before planning permission was granted for the new housing development... Why wasn’t this situation planned for?
