Whistleblowing policy

As part of our commitment to making sure the City of Edinburgh Council is a workplace where everyone who works for us feels safe and supported to raise concerns, we launched a revised whistleblowing policy and toolkit in February 2024. 

We have also revised several of our other people policies to make them

  • clearer
  • more inclusive
  • supportive

if a colleague ever needs to raise a concern at work. You can find these policies on the Human Resources section of our Policy Register. 

We do not tolerate any form of unacceptable behaviour in the workplace. We will treat all incidents seriously and promptly investigate all allegations.  

Our employee assistance programme, PAM Assist, offers confidential support and guidance for Council colleagues 24 hours a day, seven days a week.

Who should use our whistleblowing policy?

Our whistleblowing policy covers

  • employees and workers
  • elected members
  • people contracted to provide services to the Council as an individual
  • people undergoing training or work experience
  • agency workers.

For the public

People not covered by our whistleblowing policy - including members of the public - who wish to raise a concern should follow the Council's complaints process.
