CCWEL Project Newsletter - May 2023
Welcome to the City Centre West to East Link (CCWEL) newsletter with information and updates on project activity and planned work.
Section 1 - Roseburn to Haymarket
We are pleased to report that the upgrading and resurfacing of the cobbles on Old Colt Bridge and surrounding paving is now complete. We will add new planters, street trees and seating soon, creating a welcoming environment for people to enjoy and spend time in.
The right turn at Roseburn Street has been reinstated and the new signalised crossings at the junction of Roseburn Terrace and Roseburn Street are in place. We will continue to monitor this junction and make any adjustments as needed.
Road markings and bollards are now in place on the cyclepath on the north side of Roseburn Terrace. We have added new cycle parking at Old Colt Bridge, Murrayfield Gardens and outside the Tesco on Russell Road. The new signalised pedestrian crossings are also in use on Roseburn Terrace, Russell Road and West Coates.
Following completion of the road resurfacing works at West Coates, new 20mph signage is in place along Roseburn Terrace and West Coates.
Murrayfield Stadium - concert arrangements
There are several large concerts taking place at Murrayfield Stadium at the end of May, featuring acts including Beyoncé, Harry Styles and Bruce Springsteen. We have been collaborating closely with colleagues as well as with the emergency services and Scottish Rugby Union to ensure that arrangements in place for each of these concerts will accommodate the safe movement of fans to and from the stadium along Haymarket Terrace.
We will provide more walkway space on each of the event dates listed below and will be closing Coates Gardens at its junction with Haymarket Terrace at 12 noon each day and reopen at midnight.

- Harry Styles – 26 and 27 May 2023
- Bruce Springsteen – 30 May 2023
Haymarket Terrace
We started work on the new cycleway and pavement improvements on Haymarket Terrace on 3 April. This includes construction of the public realm areas, resurfacing of existing pavements and construction of the segregated cycleway. While we are working on Haymarket Terrace, SGN are carrying out works to renew and divert their gas main. The SGN work is progressing well, and they expect to finish by the end of June 2023. Meanwhile, we have made good progress with laying the new pavement on the north side of the street.
We are continuing to speak to businesses on the Haymarket section of the route to make sure they have access to their properties and any local issues can be addressed as quickly as possible. We also encourage businesses to get in touch at ccwel@edinburgh.gov.uk if they have any local shopping events/initiatives that we can help to promote.
Eastbound traffic diversion
While we are working in Haymarket Terrace a diversion is in place via Magdala Crescent, Eglinton Crescent, Palmerston Place, Lansdowne Crescent and Grosvenor Street. Unfortunately, some disruption and noise during the diversion is inevitable but we are continuing to liaise with affected residents and businesses and the community council throughout to look at how can help to minimise disruption.
We have set up noise and vibration monitoring adjacent to the works, as well as on the diversion route and will continue to monitor this to assess any impact and adjust if needed.
Section 2 - Haymarket to Randolph Place
Melville Street
On 2 May, Melville Street at Queensferry Street closed for 12 weeks. This is to allow us to rebuild the Queensferry Street/Randolph Place/Melville Street junctions to allow the controlled flow of cyclists and pedestrians along with road traffic. This will involve building a new layout and installing a new set of traffic signals. A northbound diversion will be in place during the final two weeks of the works to allow for resurfacing to be carried out at the junction.
Manor Place
We have built a raised speed table on Manor Place to slow vehicles down when entering the cycleway and installed a zebra crossing with new road markings. We will also carry out work on the street lighting, as agreed with local residents.
Randolph Place
We expect to finish work at Randolph Place by early August. Unfortunately, this is later than planned due to the length of time needed to complete work on the installation of the setts.
Section 3 - ST ANDREW SQUARE TO PICARDY PLACE
York Place re-opened to westbound traffic on 21 April, as work finished on the cycleway.
We are now continuing with pavement re-construction and expect that we will complete this section of the CCWEL in late June/early July. The cycleway between George Street and Picardy Place will then be open.
Our work on pavements and the cycleway is ongoing in North St David Street, Queen Street and York Place and we will install the traffic signals soon.
COMMUNITY BENEFITS
As part of the Social Impact Action Plan for CCWEL, Balfour Beatty are organising a number of visits to local schools to raise awareness about the diverse range of jobs that are available in the construction industry. They deliver the sessions in a fun and engaging way that ties in with active travel schemes and shows how sustainable construction can change the way we live.
